I think there should be a limit to upload 1 level a day. many of them add 2 3 crap levels at once! which makes other good level disappear from the list or lost in the forum :)
dont' worry. Moderators are the ones to take on that matter. remember, not all levels has to be good as the world also needs balance. if you happen come across a level with rough design, flooding with walking zappers you know what to do then. ;)
I wish we could limit the number of uploads (i.e. flooding). Ideally the Xenforo forum software would enforce a timer between uploads, but that feature is not available. After some flooding the moderators are unfortunately powerless. We could go and delete some, but usually it's too late by then and it makes a mess of the database as nothing is ever really deleted.
The best we've been able to do to limit flooding is to post a system notice (https://mekoramaforum.com/threads/system-notices-the-yellow-rules-and-tips.607/#post-4412) warning against uploads and asking the community to gently inform uploaders who may have already uploaded two levels in a day that it would be appreciated - if they have more uploads - that they would save those for future days.
@Ray Aznable In May 3 2020, one member flooded 10+ levels and at the same time, another one flooded 15+ levels... and they flooded two and a half page of the levels' section... and I needed to repost my level... :(
