No, it's not hard, it's IMPOSSIBLE. Here's something important:
- You have to set the audience for kids or not.
- If your channel isn't monetized, it might be deleted.

I think that that new ToS clause "commercially viable" means whether it makes or costs Google money. Non-monetized videos still make Google money as they bring an audience. But if your video will lead to COPPA fines or otherwise offend people then that is bad for business and hence not commercially viable. Just my opinion.
