It is always difficult to tell if one is missing some piece of logic, especially when a level is made by a skilled creator . But levels with this type of budgeable have a habit of falling prematurely which then messes up the gameplay. I think this is is what is happening here. It falls whenever B or R are near the ball that was pushed off the rail. The fact that R can turn right and return to the draggable after pushing the budgeable , rather than getting isolated, would suggest that this is the designed move to make the budgeable fall.
