This is not a bug, the level just takes too much memory for your device. Moving parts take more memory and computing power.
No "admin-admin" is a trick and run as administrator is not related to this stuff either, admin-admin is a way to enter the wifi control center that hasn't had it's username and password changed. I'm not gonna give out too much info abt it -_-
