@Curious My friend this is one of those levels where win block is not the goal of the level. On the contrary, the win block is a special hindrance invented by the author!! The main goal of this level is an extra star.
A win block is placed specifically to prevent the player from taking an extra star - this is a kind of hindrance or obstacle.

As for hover for R(L) bots, the author has a lot of demos, but I don't remember in which section they are published. I hope the author will help! There were many good demos and levels with this effect.

You can use any robot for the bottom or top position. Use one of the robots to hold the other robots from touching win.
