Starting from a discussion with @Logo Can B hover on movable block if there is another robot without zapping

I tried one by one. Starting from removing R from a 16x16x16 area, using the star trick, and also several sensor combinations according to the order of reading blocks. But all failed

Until I thought what if R didn't move, it failed too. Suddenly thought, isn't not moving the same as freezing? And this time it worked

Spoiler: How to do Special Hover

1. Drag stair to the desired hover position.
2. Freeze L.
3. Slide stair away from the hover point. Don't let L escape from the freeze.
4. Drag B towards hover point. Hold draggable, L must stay freeze. If the draggable is released, hover effect will disappear.

Cool variation of hover but unfortunately can not rate cause I completed it using the movie... if I did it only reading "how to do... " I would rate but I could not

You use a long freeze with interception of sliders - or I call it "global freeze" (when many R-L bots are frozen at the same time)
