Only 11 balls

Four men cross a bridge in 4, 4, 2 and 1 min. They have 11 minutes to escape, only one torch, and the bridge can support only 2 people at a time, at the pace of the slowest. 11 min, not 12... Time budget is encoded in balls. To allocate a bridge cross budget, make sure you pull the ball release.

      There is a summary of the logic at the beginning of the thread. Here is an expanded one for those who like logic puzzles

      The goal is to get all four blocks (heights 1, 2, 4 and 4) on the other side. This will complete the staircase leading to the star so that the bot can go there.
      Two blocks can travel at once on the bridge.
      Every time the bridge is moved from a place to another, the maximum height of the one or two blocks on the bridge has to release the same number of balls.
      The maximum number of balls so that the bot can arrive at the top is 11.

      There is no spoiler in this video, explanations below.


      Some crucial elements:
      - There is one draggable block close to the star that needs to be lifted up. It will irreversibly get the bot down, fill one missing gap, and prevent the moving stairs to move any further (so they better be in place and the four blocks be filling their gaps).
      But this very important and final mechanism will fail if there are 12 balls or more in the canal on the ground....

      - one of the first thing to do is to lift the staircase up so that there will be room to import the blocks

      - Two blocks can go on the moving bridge.
      - If there is no block and the bridge is moved, at some point an irreversible mechanism will block the bridge. So the bridge should always one block when it's moving.
      - The bridge can be moved in four step every time. See is a screencast of a failed tentative
